Gender and Emergency Management (GEM) Guidelines

Gender and Disaster Australia’s national Gender and Emergency Guidelines are a key national resource. Our current second edition Guidelines (2023) can be read below, along with our Action Checklist and 2023 Literature Review.

We are currently developing the third edition of our national Gender and Emergency Guidelines, which will be published in late 2026.

  • The Guidelines provide guidance to individuals and organisations from multiple sectors (Government, not-for-profits, research institutions, leaders and practitioners working in disaster and emergency management and communities) working before, during and after disasters.
  • We are currently updating and enhancing the third edition of the Guidelines to meet the needs of a modern disaster sector and our strategic vision for gender equity.
  • Gender and Disaster Australia are leading the development of the third edition, and have engaged Dr Mary Picard as a lead consultant due to her content and editing expertise at the intersection of gender and disaster (particularly her work on the Gender Guidelines for the UNDRR).
  • Gender and Disaster Australia has already undertaken a substantive review of the Guidelines in 2025-2026. Our third edition builds extensive consultation from vital contributors at GenWest, WHLM and We Al-li, who have informed and shaped the review.
  • We’ll be undertaking further national consultation in Q2 and Q3 2026, online and in-person, to harness a depth and breadth of perspectives from key stakeholders.
